It could be another case where someone did it for one of the prizes. Maybe they weren't willing to kill an innocent person for it, but if they had the justification that this person had already killed and they were preventing them from doing it again...
I tried to ask Famine about what you told us... the person who might have acted for one of those prizes. But they weren't interested in discussing it.
War was willing to confirm that the prizes are only earned if one chooses to kill their target, and that those who are selected on Sundays and those whose monsters act for them are excluded.
